Got this flashlight a few days ago, had a chance to play with it. Even googling "Lock out tail cap" fails to give a good description. I will attempted to give my description:
The red 3 LED mode is like a normal flashlight. Click on, click off, works well in low light situations, and is actually pretty bright. Completely illuminated the cockpit of the 172 Cessna.
The Xenon white light bulb can be turned on at the same time as the red LED's by using the end of the flashlight. A lock out tail-cap is just the end of the flashlight that you screw on/off (to access the 2 AA batteries) - Screw it in all the way, white light turns out. Turn it 1/4th of a turn back, white light turns off. In addition the bottom of the flashlight has a rubber button that can be held down for white light.
Good flashlight, solid construction and I liked it. I spent ~25$ and at that price this flashlight for using in red light situations seems comparable to the 50-60$ flashlights I was looking at.
Only thing they could have done better was have the red LED mode use a switch 1 or 3 bulbs so you could toggle the amount of red light.
